Dear Mr. White:
Pursuant to our telephone conversations of June 6 and June 7, 2019, Nuclear Waste Partnership LLC (NWP), on behalf of the U. S. Department of Energy Carlsbad Field Office (DOE/CBFO), is submitting this supplemental information to the above-referenced request for the authorization for a one-time shipment of the RH-TRU 72-B cask (72-B). This packaging operates under the U.S. Nuclear Regulatory Commission (NRC) Certificate of Compliance (CofC) Number 9212, Revision 10.
Per our telephone conversations noted above, NWP has completed a detailed finite element analysis (FEA) of the requested payload configuration for the 72-B as described in the referenced NWP letter above. As reflected in the FEA summary report (Attachment D, Addendum 1), the FEA demonstrates that a positive safety factor is retained relative to the confinement of the Cs-137 source payload within the International Isotopes (INIS) Transfer Cask when assembled into the Shielded Dunnage Assembly (SDA) during this one-time shipment when subjected to the applicable hypothetical accident conditions (HAC). The HAC values used in the evaluation bound those for normal conditions of transport for the 72-B as well.
