Licensing Board Notification Regarding ISP Letter E-54423
Dear Administrative Judges:
In accordance with its obligation to inform the Licensing Board of relevant developments,1 Interim Storage Partners LLC (ISP) hereby notifies the Board and the hearing participants that, on June 28, 2019, it submitted, to the U.S. Nuclear Regulatory Commission (NRC) Staff, ISP Letter E-54423, which contains ISPs partial response to the NRC Staffs First Request for Additional Information (RAI), Part 3, issued on April 23, 2019. Letter E-54423 transmits ISPs responses to Transportation (TR) RAIs TR-1 through TR-10. In responding to the Transportation RAIs, ISP reviewed the original RADTRAN calculation and decided to regenerate the basis transportation evaluation consistent with the TN Americas Quality Assurance Requirements for licensing activities. As noted in the Letter, although there are small changes to the evaluations output values, the conclusions remain the same as in the original evaluation described in Section 4.2 of the ER. Specifically, estimated radiological impacts for both incident-free transportation and accidents for shipments to and from the proposed ISP facility are small and well below background doses, consistent with conclusions reached in previous studies conducted by the NRC.
As a result, ISP has prepared a revised Attachment 4-1 to the Environmental Report (ER). The revised -1, titled Explanation of Transportation Analysis, supersedes and fully replaces the original -1, titled Transportation Evaluation. In addition, ISP has prepared corresponding revisions to ER Sections 4.2.6 (Radiological Impacts of Transportation), 4.2.7 (Transportation Routes), and 4.2.8 (Impacts from Transportation Accidents). Finally, ISP also has revised ER Section 4.2.9 (Nonradiological Impacts) consistent with its response to RAI TR-9.
