SUMMARY
OF JUNE 5, 2019 PUBLIC MEETING WITH GLOBAL NUCLEAR FUELS TO DISCUSS AMENDING THE MODEL NO. NEW POWDER CONTAINER CERTIFICATE OF COMPLIANCE
Background
This was a category 1 public meeting between Global Nuclear Fuels (GNF), and U.S. Nuclear Regulatory Commission (NRC) staff to discuss amending the Model No. New Powder Container Certificate of Compliance to expand the authorized uranium contents and to re-instate previous pellet payloads for both Boiling Water Reactor and Pressurized Water Reactor fuels.
Regulatory commitments were not made at the meeting. The meeting was noticed on May 22, 2019 (Agencywide Documents Access and Management System Accession No. ML19142A370). The list of meeting attendees is provided in Enclosure 1. The publicly available meeting presentation slides are provided as Enclosure 3.
Meeting Summary On June 5, 2019, NRC staff held a partially closed public meeting with GNF representatives.
The discussion followed the agenda provided in Enclosure 2. After the conclusion of the public portion of the meeting, GNF discussed proposed changes for each chapter of the safety analysis report.
NRC staff and GNF discussed the location and organization of information within the safety analysis report. In addition, NRC staff suggested that information about the moisture content of the proposed uranium tetrafluoride payload, a bounding estimate of water movement through the Inner Containment Canister Assembly seal or a bounding corrosion analysis calculation would prove assist NRC staff in reviewing the amendment. NRC staff and GNF also discussed analytical tools employed, the capabilities of these tools and the impact of particle size on determining neutron multiplication factor (keff). GNF stated that they would use the information
C. Regan provided during the meeting to identify if additional supporting information was required. After discussing submittal timing and a need date for issuance of the amendment, the meeting was adjourned.
