IMPENDING PUBLICATION OF NUREG-1921 SUPPLEMENT 2, EPRI/NRC-RES FIRE HUMAN RELIABILITY ANALYSIS GUIDELINES - QUANTIFICATION GUIDANCE FOR MAIN CONTROL ROOM ABANDONMENT SCENARIOS" I am forwarding for your information the enclosed final version of NUREG-1921 Supplement 2 (EPRI 3002013023), EPRI/NRC-RES Fire Human Reliability Analysis Guidelines -

Quantification Guidance for Main Control Room Abandonment Scenarios, which will be submitted for final publication in two weeks. My staff has worked closely with Dr. J.S. Hyslop and Ms. Michelle Kichline of your staff in finalizing this report.

This work was developed and performed under a Memorandum of Understanding (MOU) with the Electric Power Research Institute (EPRI). It involved a joint working group of experienced fire human reliability analysis (HRA) and fire probabilistic risk assessment (PRA) researchers and practitioners from the NRC and EPRI, focused on providing HRA quantification guidance for operator actions modeled in main control room abandonment (MCRA) scenarios. After NUREG-1921/EPRI 1023001 EPRI/NRC-RES Fire Human Reliability Analysis Guidelines was published in July 2012, the NRC and EPRI agreed that additional HRA research was needed to address MCRA scenarios in fire PRAs. First, NUREG-1921 Supplement 1 (EPRI 3002009215),

EPRI/NRC-RES Fire Human Reliability Analysis Guidelines - Qualitative Analysis for Main Control Room Abandonment Scenarios was published, addressing PRA modeling considerations and qualitative human reliability analysis (HRA) guidance including: feasibility assessment, identification and definition, timing, performance shaping factors, and walk-through and talk-through guidance for MCRA scenarios.

NUREG-1921 Supplement 2 provides guidance for quantifying the probabilities of human failure events (HFEs) for fire PRA scenarios resulting in MCRA, building upon both NUREG-1921 and Supplement 1. The HRA process for MCRA scenarios remains unchanged from NUREG-1921 but supplemented by additional contextual factors unique to MCRA scenarios. Specifically, Supplement 2 provides guidance based on the specific time phases of the MCRA timeline including; the time before abandonment, time for the decision to abandon, and the time after the decision to abandon has been made. Also, this report provides formal HRA quantification guidance for two categories of human failure events (HFEs) that have not been previously CONTACT: Susan Cooper, RES/DRA/HFRB 301-415-0915

H. Nieh addressed: 1) the decision to abandon the main control room (MCR) upon a loss of control (LOC), and 2) the possible failures in command and control (C&C) and/or communications after the MCR is abandoned. HRA quantification guidance also is provided for how to use existing HRA methods for operator actions before abandonment and after the decision to abandon.

Together, Supplement 1 and Supplement 2 provide both HRA qualitative and quantification guidance for addressing MCRA scenarios. Also, both supplements build upon, rather than replace, NUREG-1921/EPRI 1023001 EPRI/NRC-RES Fire Human Reliability Analysis Guidelines, which provides a process for conducting fire human reliability analysis that is unchanged for MCRA scenarios in fire events. The combined guidance from all three reports may be implemented in new and existing fire PRAs in order to take credit for MCRA in both loss of habitability (LOH) and loss of control (LOC) scenarios, and in order to more realistically model operator actions before and after abandonment.
