GE-HITACHI NUCLEAR ENERGY - UNITED STATES ADVANCED BOILING-WATER REACTOR DESIGN CERTIFICATION RENEWAL REVIEW SCHEDULE

Dear Ms. Catts:

In a letter dated December 7, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110040176) GE-Hitachi Nuclear Energy (GEH) submitted a Design Certification (DC) Renewal application for the U.S. Advanced Boiling-Water Reactor (ABWR) pursuant to the requirements of Subpart B, Standard Design Certifications, of Title 10 of the Code of Federal Regulations Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants. On February 19, 2016 (ADAMS Accession No. ML16081A268), you submitted a revision to the application to incorporate proposed design changes identified following responses to the U.S. Nuclear Regulatory Commission (NRC) staffs requests for additional information (RAIs) and public meetings with the staff.

The NRC staff issued a delay in its review schedule in a letter dated August 3, 2017 (ADAMS Accession No. ML17199G648), which was a follow up to a schedule letter dated August 30, 2016 (ADAMS Accession No. ML16209A316). The NRC review schedule was delayed based on resolving certain open items (OIs) that had remained unresolved as of January 2017. The NRC was not able to meet the schedule outlined in the August 30, 2016, letter projecting the completion of the NRC staff review and its final safety evaluation report of March 2018.

GEH in a letter dated January 21, 2019 (ADAMS Accession No. ML19021A015), provided the NRC staff with the final OI RAI response and the associated proposed changes to the ABWR Design Control Document, Revision 6 for the Peak Cladding Temperature issue. Therefore, the NRC staff projects the completion of the ABWR DC Renewal Advanced Final Safety Evaluation Report by the end of June 2019. The Advisory Committee on Reactor Safeguards (ACRS) Sub-Committee meeting has been scheduled for August 20, 2019 with an ACRS Full-Committee meeting scheduled for some time in October 2019.

In addition, in order for the NRC to fulfill its obligations under the National Environmental Policy Act, the agency will prepare an environmental assessment (EA) for the renewal application.

The EA will be an enclosure to the rulemaking package and will align with the rulemaking preparation schedule.
