POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - CORRECTION LETTER FOR AMENDMENT NOS. 264 AND 267 TO ADOPT TSTF-547, "CLARIFICATION OF ROD POSITION REQUIREMENTS" (EPID L-2018-LLA-0207)
Dear Mr. Nazar:
On March 27, 2019 (Agencywide Documents Access and Management System Accession (ADAMS) Accession No. ML19052A544), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 264 and 267 to Renewed Facility Operating License Nos. DPR-24 and DPR-27 for the Point Beach Nuclear Plant (PNBP) Units 1 and 2, respectively.
The amendments revised the PBNP, Units 1 and 2, technical specifications (TS) to provide time to repair rod movement failures that do not affect rod operability, correct conflicts between the TS, increase consistency between the subject TS, and improve the format and presentation.
The changes are consistent with NRG-approved Technical Specifications Task Force (TSTF)
Change Traveler TSTF-547, Revision 1, "Clarification of Rod Position Requirements."
Following issuance of the amendments, the NRC staff was informed by the licensee regarding the following errors in the TS pages:
- 1. Page 3.1.4 The required action B.2.5 is incorrect. The required action was changed to B.5, and other formatting changes were made.
- 2. Page 3.1.6 The word "overlap" is missing in the required action A.3. The required action A.3 needs to be revised to: "Restore the control bank to within the insertion sequence, and overlap limits specified in the COLR." In addition, other formatting changes were made.
The NRC staff determined that these errors were entirely administrative in nature, and were inadvertently introduced, and did not affect the associated notice to the public. Thus, according to the NRC's policy established by SECY-96-238 (ADAMS No. 9611250030 (Legacy Library)),
these errors can be corrected by a letter. Enclosed, please find the replacement TS pages.
These corrections do not change any of the conclusions in the safety evaluation associated with the amendments. We regret any inconvenience this may have caused.
