DTE Electric Company Submittal of Fermi 3 Periodic Reports This submittal provides periodic Fermi 3 reports as required by NRG regulations and license conditions for a Part 52 combined license holder. This submittal provides the following reports:
Semi-Annual Departures Report Semi-Annual Changes, Tests and Experiments Report Semi-Annual Schedule for Implementation of Operational Programs and other License Conditions Report Semi-Annual Departures Report. In accordance with Sections X.B. 1 and X.B.3.b. of the Economic Simplified Boiling Water Reactor (ESBWR) Design Certification Rule (1 O CFR 52, Appendix E), holders of combined licenses that reference Appendix E are required to submit a semi-annual report to the NRG containing a brief description of any plant-specific departures from the Design Control Document (DCD), including a summary of the evaluation of each departure. During the period from October 22, 2018 to April 18, 2019, there were no plant-specific departures from the ESBWR DCD for Fermi 3.
Semi-Annual Changes, Tests, and Experiments Report. In accordance with 1 O CFR 50.59(d)(2), holders of combined licenses are required to submit a report containing a brief description of any changes, tests and experiments, and summary of the evaluation of each.
This report is required to be submitted at intervals not to exceed six months until the NRG
USNRC NRC3-19-0001 Page 2 makes its findings under 1 O CFR 52.103(g). During the period from October 22, 2018 to April 18, 2019, there were no changes, tests or experiments made pursuant to 1 O CFR 50.59(c).
Semi-Annual Schedule Update for Implementation of Operational Programs and Other License Conditions. The U.S. Nuclear Regulatory Commission (NRC) issued Combined License (COL) NPF-95 to DTE Electric Company (DTE), pursuant to Title 1 O of the Code of Federal Regulations (1 O CFR) Section 52.97, "Issuance of combined licenses," on May 1, 2015.
By Reference 2, DTE submitted a delineated schedule update per License Condition 2.D.(11) of the Fermi 3 COL for the following:
A schedule for implementation of the operational programs listed in Final Safety Analysis Report Table 13.4-201, including the associated date for initial loading of fuel.
A schedule for implementation for the license conditions listed in COL Section 2.D.(11)(a) and (b).
In accordance with License Condition 2.D.(11 ), this schedule is to be updated every six months until 12 months before scheduled fuel loading. During the period from October 22, 2018 to April 18, 2019, there were no schedule updates. The scheduled implementation dates for the operational programs remain as To Be Determined" (TBD). When DTEmakes a decision to construct Fermi 3, a detailed schedule will be developed for the various milestones and implementation dates for the operational programs.
