CONSIDERATION AND OBLIGATIONS:

(a) The authorized cost ceiling is $316,890.00.

(b) The amount presently obligated with respect to this DOE Agreement is $115,000.00. When and if the amount(s) paid and payable to the DOE Laboratory hereunder shall equal the obligated amount, the DOE Laboratory shall not be obligated to continue performance of the work unless and until the NRC Contracting Officer shall increase the amount obligated with respect to this DOE Agreement. Any work undertaken by the DOE Laboratory in excess of the obligated amount specified above is done so at the DOE Laboratorys sole risk.

1.0 BACKGROUND

Under the U.S. Nuclear Regulatory Commission (NRC)s Enterprise-Wide Agreement (EWA) with the Department of Energys Pacific Northwest National Laboratory (PNNL), PNNL has provided technical support in preparing ten (10) environmental impact statements (EISs) for publication as NRC Regulation (i.e., NUREG) documents. PNNLs capabilities with document production are also applicable to NRC safety documents, specifically, final safety evaluation reports (FSERs) and associated NUREGs. Early site permits (ESP), standard design certifications (DC) and combined licenses (COL) applications are submitted for NRC review pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants.

As part of an ESP or COL application, the applicant summits a Site Safety Analysis Report (SSAR). The NRC reviews the SSAR for conformity with 10 CFR Part 52, Licenses, Certifications and Approvals for Nuclear Power Plants, and prepares safety evaluations (SEs) for meetings with the Advisory Committee for Reactor Safeguards (ACRS). After final ACRS approval, SEs are compiled into a publicly-available final safety evaluation report (FSER) that is used to support a Commission hearing on the NRC staffs review of an application.

Approximately 4 months after the hearing, the Commission renders a decision on the issuance of a permit or license. If the Commission affirms the issuance of a license or a permit, NRC subsequently publishes the FSER as a NUREG.

For DC applications and DC renewals, the applicant submits an application to obtain certification from the NRC for a given design. NRC reviews the DC application for conformity with 10 CFR Part 52, Licenses, Certifications and Approvals for Nuclear Power Plants, and prepares SEs for ACRS subcommittee meetings. After final ACRS approval, SEs are compiled into a publicly-available final safety evaluation report (FSER) that supports a Commission decision on approval of the design. If the Commission approves the design certification, NRC subsequently publishes the FSER as a NUREG.

2.0 OBJECTIVE The objective of this task order is to utilize PNNLs expert technical assistance in technical editing, document compilation and formatting, graphics support, GIS support, comment response database, and reference database support to help ensure issuance/

publication of documents related to NRCs safety and/or environmental reviews of ESPs, COLs and DCs. All of these types of application documents are used, in part, by the NRC for the development of SEs, FSERs, and NUREGs.

Version Control Date: September 23, 2016 Historically, PNNL has used its EARRTH SharePoint site as an electronic sharing tool and knowledge management tool for NRC and PNNL. PNNL has maintained user access and version control of working documents related to SEs, FSERs, and NUREGs via EARRTH. The NRC intends to use EARRTH for the completion of the tasks identified in this Statement of Work (SOW).

3.0 SCOPE OF WORK/TASKS The scope of this task order includes PNNL expert technical assistance for document management activities, which includes the following: technical editing, document compilation and formatting, graphics support, GIS support, comment response database, and reference database support in the preparation of and issuance/publication of SE, FSER and NUREG documents resulting from ESP, COL, and DC application reviews. PNNL shall follow the NRC Style Guide in performing the tasks identified below. PNNL shall participate in conference calls and meetings to discuss the status of work performed under the task order, and shall collaborate with the COR and COR-designated staff on technical requirements, resource optimization and schedule. Because the NRC will need document management for different types of application reviews from various applicants, NRC will issue Letters of Technical Direction (LTD) that will identify the unique Docket-CAC-EPID cost labor string for a given review. The LTD will also stipulate the type of document management activity listed above for each specific SE, FSER and NUREG.

PNNL shall provide EARRTH access to all NRC team members who support the safety reviews for the DC, ESP and COL applications. PNNL shall provide access to NRC staff identified by the COR in the LTD.

Task 1 - Attend and Participate in a Kick-off Meeting and Establish Projected Milestones No later than 15 calendar days following task order award or as otherwise directed by the COR, PNNL shall participate in a kick-off meeting with the COR and COR-designated NRC staff to discuss and establish the projected milestones for the SE, FSER, or NUREG document preparation activities. The intent is to initiate the communication process between NRC and PNNL. PNNL shall introduce key task participants and explain their roles, review communication expectations, and demonstrate an understanding of task requirements and objectives for both NRC and PNNL.

Following the kick-off meeting, PNNL shall electronically submit to the COR a Kick-off Meeting Summary of items discussed. PNNL shall electronically submit the Kick-off Meeting Summary to the COR no later than five (5) calendar days from the kick-off meeting or as otherwise directed by the COR.

Task 2 - Attend and Participate in Meetings Regarding LTDs

Version Control Date: September 23, 2016 The COR and PNNL shall discuss expectations and objectives of each LTD, schedule of document management activities, and document version control. Per COR instruction, PNNL shall set up the meetings via conference call, Go To Meeting, or Skype. PNNL shall conduct the meeting no later than 15 calendar days from the issuance of an LTD to PNNL or as otherwise directed by the COR.

At the LTD meeting, PNNL shall present a draft LTD document preparation schedule for COR review and approval. The schedule shall be formatted in an organized table with projected dates for each LTD deliverable (SE, FSER, NUREG). Once approved by the COR, PNNL shall electronically submit to the COR a final document preparation schedule and perform the activities in the LTD according to the final document preparation schedule.

Task 3 - Perform Technical Editing, Formatting, and Compilation for SEs, FSERs, or NUREGs and Maintain User Access to EARRTH PNNL shall perform technical editing, document compilation and formatting, graphics support, GIS support, comment response database, and reference database support in the preparation of and issuance/publication of SE, FSER and NUREG documents associated with ESP, COL, and DC applications consistent with the NRC Style Guide. For pre-ACRS meeting SE deliverables (i.e., draft SEs), PNNL shall perform technical editing and formatting. For post-ACRS meeting deliverables, PNNL shall compile the FSER and NUREG deliverables from the individual post-ACRS-modified SEs. The FSER and NUREG documents shall include the following: appropriate cover/title pages and front matter, table of contents, the requisite appendices, and associated references using PNNLs reference database tool.

In addition, PNNL shall maintain version control during preparation of the deliverables (i.e., draft and final versions) on the EARRTH site. PNNL shall grant user access to the EARRTH site according to the CORs list of user access, which the COR will electronically submit to PNNL with each LTD. Periodically, the COR will notify PNNL of user access updates (i.e., additional users). PNNL shall grant user access to the EARRTH site no later than 5 business days from COR request.

The COR will review all draft deliverables (and coordinate any internal NRC staff review, if needed) and provide comments back to PNNL. PNNL shall revise the draft deliverable based on the comments provided by the COR, and then deliver the final version of the deliverable. When mutually agreed upon between PNNL and the COR, PNNL may be requested to submit preliminary or partial drafts to help gauge the laboratorys understanding of the particular work requirement. PNNL may be requested to provide camera-ready support including pre-flight of the documents.

PNNL shall provide the deliverables in electronic format. The electronic format shall be provided in Microsoft Word or other word processing software approved by the COR. For each deliverable, PNNL shall provide one hard copy upon COR request.

5.0 ESTIMATED LABOR CATEGORIES, KEY PERSONNEL AND LEVELS OF EFFORT The contractor shall also provide resumes for key staff proposed to work under this task order.

PNNL shall provide individuals who have the required educational background and work experience to meet the objectives of the work specified in this task order. The prospective team members for this task order shall have the appropriate levels of knowledge in the following issue areas: information management systems, referencing systems, document production, and regulatory compliance. The range of expertise shall include the following areas: computer sciences, communications technology, and technical editing. The PNNL Program Manager shall designate a Project Manager (PM) as a point of contact for the COR in coordinating document production meetings, task execution and schedules.

PNNL shall assign a PM, technical staff, and specialists who have the required educational background, experience, or combination thereof to meet the technical objectives of the work specified in this SOW. The NRC will rely on representations made by PNNL concerning the

Version Control Date: September 23, 2016 qualifications of the personnel assigned to this project including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.

5.1 Labor Categories, Requirements and Key Personnel.

6.0 CERTIFICATION AND LICENSE REQUIREMENTS N/A 7.0 MEETINGS AND TRAVEL Periodically, over the course of this task order, PNNL shall interact (i.e., via e-mail or telephone, Go To Meeting, or Skype, etc.) with the COR to discuss (a) project status and progress, (b) questions, (c) NRC comments, and (d) the conduct and content of tasks associated with this task order. These working meetings shall be held semi-annually and involve the Lab Project Manager and NRC staff. These meetings will require no travel.

Periodically, a program review meeting, which involves NRC and PNNL shall be held at PNNLs location to review overall program objectives and project performance. Program reviews shall be typically held biennially.

PNNL is not required to travel, and non-local travel is not anticipated as part of this task order, but may occur at the request of the COR.

8.0 REPORTING REQUIREMENTS

Version Control Date: September 23, 2016 PNNL is responsible for structuring the deliverables to current agency standards. PNNL shall submit deliverables that have gone through an extensive production review cycle that includes technical editing and formatting and conform to requirements stated in this section.

Monthly Letter Status Report (MLSR)

PNNL must provide a Monthly Letter Status Report which consists of a technical progress report and financial status report. This report will be used by the sponsoring agency to assess the adequacy of the resources utilized by the servicing agency to accomplish the work contained in this SOW and to provide status of the servicing agency progress in achieving tasks and producing deliverables. The report shall include agreement/order summary information, work completed during the specified period, milestone schedule information, problem identification and resolution, travel plans, and staff hour summary. Copies must be sent to the COR and AMD at ContractsPOT.Resource@nrc.gov PNNL shall ensure that each MLSR under this task order contains the appropriate CAC number.

9.0 REQUIRED MATERIALS, FACILITIES, HARDWARE/SOFTWARE N/A 10.0 APPLICABLE PUBLICATIONS (CURRENT EDITIONS)

NRC Style Guide 11.0 DATA RIGHTS The NRC shall have unlimited rights to and ownership of all deliverables provided under this task order, including reports, recommendations, briefings, work plans and all other deliverables.

All documents and materials, produced under this task order are the property of the NRC with all rights and privileges of ownership/copyright belonging exclusively to the NRC. These documents and materials may not be used or sold by the servicing agency without prior written authorization from the CO. All materials supplied to the NRC shall be the sole property of the NRC and may not be used for any other purpose. This right does not abrogate any other Government rights.
