VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGIN IA 23261 August 31, 1979'.

Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C.

20555 Attn:

Mr. Paul F. Collins, Chief Operator Licensing Branch

Dear Mr. Denton:

Serial No.

PO/JAH:baw Docket Nos.

707 50-280 50-281 50-338 50-339 A review of our Licensed Operator Requalification Program dated January 6, 1978, has identified the need for two changes, neither of which affects the intent of the program.

The first change, on Page 4, is merely a change in terminology to use the terms defined in Section B of the Licensed Operator Requalification Program.

The second change, on Page 6, is in the format of our Annual Comprehensive Examination for licensed operators.

We found that certain sections (i.e. -

Sections F and L) of standard NRC examinations are not identifiable with our specific lectures.

This has presented problems for us in administering the program for when an individual receives less than 80% on one of these sections of the Annual Comprehensive Examination there are no specific lectures on those subjects.

Therefore, we are proposing a new format consisting of six sections, each section corresponding to a specific lecture.

The content of the Annual Comprehensive Examination will be the same as NRC examinations.

A sample examination has been included for your review.

The proposed Licensed Operator Requalification Program is enclosed.
