50-280 50-281 DPR-32 DPR-37 You recently required that certain modifications be made to the emergency core cooling system (ECCS) of the Surry Power Station, Unit Nos. 1 and 2, as a condition of issuance of an amendment to our operating license following the refueling of Unit No. 2.

The purpose of this letter is to briefly describe the changes* proposed and the schedule for implementing them.

To assure that the ECCS satisfies the criteria which you imposed as a con-dition for returning to power following refueling, we propose to make two modi-fications.

First, we plan to remove the single motor operated valve and check valve, MOV 862 and cs~25, respectively, from the pipe line from the refueling water storage tank (RWST) to the suction of the low head safety injection (LHSI) pumps and to install a check valve and motor operated vaive in each of the branch lines to the low head safety injection pumps after the single line from the RWST ties into them.

As used above, remove does not necessarily mean the physical removal of the valve body from the pipe line, but may involve the removal of the valve internals which would prohibit them from functioning as valves.

Secondly, the motor operated valves in the recirculation line from the LHSI pumps to the RWST will be made series valves in each line from each of the two pumps.

This will involve the installation of an additional motor operated valve and piping changes.

The changes will be designed to the applicable requirements to assure they satisfy the single failure criterion.

Upon the completion of the modifications described herein, the present interim measures in effect will be terminated.

These interim measures to be terminated will be the de-energization of MOV's 1862, 2862, 1860A, 1860B, 2860A, 2860B~ 1885C and 2885C.

A preliminary review of the modifications can be made during the next refueling out.age of Unit Nos. 1 and 2, scheduled for October 1975 and April 1976, respectively.

2 If material availability does not permit this schedule to be achieved, the work would be done at the next scheduled refueling outage of the unit or sooner if an outage of sufficient duration should occur. _

We are proceeding with the subject modifications to assure timely material acquisition; therefore, any comments you have regarding the modification would be appreciated at an early date.
