SHINE MEDICAL TECHNOLOGIES, INC. - ORDER APPROVING INDIRECT TRANSFER OF AND CONFORMING AMENDMENT TO CONSTRUCTION PERMIT NO. CPMIF-001 (EPID NO. L-2018-LLM-0154)

Dear Dr. Piefer:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the SHINE Medical Technologies, Inc. (SHINE) application dated December 11, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18347A215), as supplemented by letter dated March 8, 2019 (ADAMS Accession No. ML19071A055),

requesting approval of the proposed indirect transfer of Construction Permit No. CPMIF-001 for the SHINE Medical Isotope Production Facility, currently held by SHINE. The indirect transfer would result from the establishment of a holding company, Illuminated Holdings, Inc.

(Illuminated). SHINE also requested that the NRC approve a conforming amendment to the construction permit to reflect that this transfer would result in SHINE converting from a corporation into a single-member limited liability company, SHINE Medical Technologies, LLC (SHINE LLC), owned and controlled by Illuminated. is the Order that approves the proposed indirect license transfer pursuant to 10 CFR 50.80, Transfer of licenses, and approves the conforming license amendment pursuant to 10 CFR 50.92, Issuance of amendment. Enclosure 2 is the conforming license amendment, which will be issued and made effective at the time the transfer is consummated. is the non-proprietary (redacted) version of the NRC staffs safety evaluation (SE) for the indirect transfer and conforming license amendment, and Enclosure 4 is the proprietary version of the SE. The non-proprietary version of the SE will be placed in the NRC public document room and added to the ADAMS Publicly Available Records System Library.
