Based on the requirements of 10 CFR Part 71, Orano Federal Services LLC submits for U.S. Nuclear Regulatory Commission (NRC) approval Revision 6 to FS-QA-PMD-001 "Quality Assurance Program Description" (QAPD).
Orano Federal Services has reviewed 10 CFR Part 71.106 and concluded that the organization changes made in Section 1 "0rganization" are substantive and as such require prior NRC approval. We have also concluded that the changes made do not impact regulatory compliance and that the QAPD continues to satisfy the provisions of 1 O CFR Part 71, Subpart H.
A detailed listing of the changes incorporated by Revision 6 is provided in the "Description of Change" summary table included as part of the enclosed signed copy of the QAPD.
Each change incorporated was screened against the criteria provided in 10 CFR Part 71.106 to determine if prior NRC approval was required. The results of this screening are also noted in the summary table.
Of note, NRC approval for Revision 4 to the QAPD was received in June 2018 under Revision 5 to Quality Assurance (QA) Program Approval for Radioactive Material Packages No. 0938. In September 2018, Orano Federal Services released Revision 5 to the QAPD after evaluating the changes against the criteria provided in 10 CFR Part 71.106 and determining that the changes did not reduce program commitments and did not require prior NRC approval.
