Dear Mr. Rusche:

We have recently received a copy of a letter from Mr. C. Eicheldinger of the Westinghouse Electric Corporation to you; NS-CE""'.828, dated October 28, 1975, which transmitted information requested by the NRC Staff relative to the effect of rod bow in Westinghouse power plant reactors. In Attachment 2 to this letter a summary of the Westinghouse 17 x 17 fuel examination plan is presented, and in this summary, ari examination plan specifically for the 17 x 17 demonstration assemblies in Surry Units 1 and 2 is included.

To avoid any misunderstanding, we wish to make clear to you.that the examination plan for the Surry 1 and *2 demonstration assemblies is tentative in that we have agreed with Westinghouse to carry out.the plan only to the extent that it does not delay or impede normal operations. We trust and certainly hope that the plan can be completed in every respect, and we will work with Westinghouse to that end. However, only after considering the specific economic, schedular, and operational conditions at the time of ea~h refueling will a deci-sion be made on the feasibility of conducting specific 17 x 17 fu*el examinations.

We have a responsibility to our customers n'ot to allow nonessential delays in unit operation, particularly when such delays cost our customers on the order of

$300,000 per day in replacement energy.
