Dear Mr. Rusche:

Serial ijo. 045 / 020177 PO&M/ALH:das Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 This is in response to your.letter of February 1, 1977 wherein you requested additional information concerning the Surry Unit Nos.

1 and 2 LOCA dose reevaluatiqn.

As a result of extensive investigation of the Surry Station LOCA doses using recent on-site meteorological data and the latest analyti-cal methods accepted by your staff.(SRP6.5.2-November 24, 1975), we have concluded that Surry may not fully comply with 10 CFRlOO.

This situation is caused by the fact that Surry meteorological conditions as well as analytical methods have changed since Surry was originally licensed.

Significant plant.modifications will.be.required to bring Surry up to the latest standards r_egarding LOCA.

These changes have been identified and our architect-engineer is in the process of comple-ting the preliminary design.

We fully intend to install the required modifications as soon as possible after the final des_ign work is com-plete.

We believe that the present situation.requires a change in our approach to the problem.

Since s_ignificant modifications are required,

.we feel that your request for additional information should be address-ed on the basis of the upgraded system performance.

.We are currently pursuing this.

As a result, we will be unable to respond to your ques-tions 3, 4 and 5 within the 30 day time frame required.

However, we will be able to respond to all of your.request based on up-graded sys-tem performance by April 5, 1977,* Since this represents somewhat of a departure from our previous course of action, we also feel that we should meet with members of your staff to review the work we have done and to discuss our future plans.

We intend to contact the NRC project manager for Surry to select an acceptable meeting date.
