VIRGINIA. ELECTRIC A.ND POWER COMPANY RICHMOND, VIRGINIA 23261 February 9, 1977.
Mr. Benard C. Rusche Director of Nuclear Reactor Regulation U. s. Nuclear Regulatory Connnission Washington, D. C.
20555 Attn:
Mr. Robert w. Reid, Chief Operating Reactors Branch 4
Dear Mr. Rusche:
Serial No.
044 PO&M/TAP:dgt Docket Nos.
License Nos.
This is to inform you of the suspension of a portion of environmental monitoring program.at Surry Power Station. Uncharacter-istic cold weather beginning the weekend of January 15, 1977 caused the James River to ice over. This has resulted in significant damage to all fish screens and related equipment at the low level intake structure. Fish impingement monitoring has been precluded due to the fish screens being out of service. In addition, the severe ice format-ion and high winds on the James River have rendered several temperature probes inoperable and have prevented the river sampling normally obtained in boats. The specific items which can not be accomplished are as follows:
(1) TS 4.13.A.2 Continuous monitoring of river temperatures, (2) TS 4.13.A.. 3 Monthly salinity survey of the river, (3) TS 4.13.B
- Biological Monitoring Program (4) TS 4.13.E
- Monitoring of impingement of fish on the low level travelling fish screens.
Resumption of the fish impingement monitoring is dependent upon the repair of the low level intake fish screens. The tentative date for partial sampling is March 1, 1977, with full capabilities estimated to be attained by May 15, 1977. The river monitoring program will recommence as soon as river conditions permit and repair or replacement of monitoring equipment has been completed.
Very truly yours,
