VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 January 14, 1977 Mr. Norman C. Moseley, Director Office of Inspection and Enforcement

u. s. Nuclear Regulatory Conunission Region II - Suite 818 230 Peachtree Street, Northwest Atlanta, Georgia 30303

Dear Mr. Moseley:

Serial No.

PO&M/ALH:dgt License Nos.

DPR-37 This is to inform you that a conunittment regarding the records management program at the Surry Power Station has not been met.

In our Quality Assurance Program Topical Report VEP-1-A and in our response to IE Report Nos. 50-280/76-7 and 50-281/76-7 we stated that we would implement a satisfactory records management program by January 1, 1977.

Several unexpected occurrences have caused this date to be exceeded.

As you know, our storage space is limited and therefore we have relied heavily on microfilmed records.

We have experienced a great deal of difficulty with the microfilming equipment which has slowed our progress a great deal.

As a result of this difficulty, we have acquired additional microfilm equipment and have hired additional temporary employees. It is expected that this will result in a satisfactory records management program by July 1, 1977.
