your staff, regarding an evaluation of the qualifications for~otion in the case 6f a Mi. B. A. Boger, presently assigned to the staff of the Surry Power Station.
A resume of Mr. Boger's background, education, and experience to date is as follows:

- b. Birth: October 8, 1949

Married-No Children
- d. Education:
B.S. in Nuclear Engineering - 1971*,
University of Virginia; M.E. in Nucle~r Engineering -
1972, Universitl of Virginia.
- e. Mr. Boger commenced employment with Vepco at the Surry* Power Station on June 5, 1972.
His initial assignment was that of a Start-Up Engineer for Unit No. 2 (1 year) in which capaci°ty he was responsible for pre-operational testing.
He then worked for 1 1 /2 years as a Design Co.nt ro 1 Engineer.
He is presently in training foi an NRC Seni6r Reactor Operator's License, and i~ scheduled for examination in June 1975.
His total nuclear power plant experience is approximately three (3) years.
As Mr. Bennett indicated, Mr. Boger is a mature, well educated person whose work performance has been s~fficiently impressive to warrant his promotion to Supervisor-Engineering Services at the Surry Power Station, effective April 1, 1975.
Se~ior management at both the Station and System level feel that Mr. Boger is fully qua I ified for that position.

2 the Station require that the minimum qualifications cited in ANSI Standard N18.1 be met in the case of such key Technical Managers.
Specifi.cal ly, Section 4.2.4 of ANSI Standard.N18.1 is relevant a*nd is cited for easy reference:*
114.2.4 Technical Man.ager - For* those nuclear power plants having a manager designated to supervise the onsite profes*sional-technical' groups, such managers, at the time of initial core loadi'ng or appointn{ent:~ to the active position, should have~ minimum of eight years in respon'sible positions, of which orie year shall be nuclear power plant experience.
A maximum of four years of the rema1n1ng seven years of experience should be fulfilled by sati'sfactory completion of academic traini_ng. 11 As *indicated in the above resume, Mr. Boger-has a combined academic-:nuclear work experience level totalling 'ei.ght (8) years of which approximately three (3) years is nuclear power pla.nt experience and the balance is ac~demic training ~nd directly rel~ted to his engineering specialty.
He exceeds the minimum requirement of one year* nuclear power plant experi.ence but does not meet the constraint of a maximum of four years of academic traini_ng as counti_ng toward his total work experience.
It is believed that the wording of the last sentence of Section 4.2.4 of ANSI Standard.N18.1 was purposely drafted in sufficiently flexible language so as to not deny the.otherwise exceptionally wel 1 qualified ca.ndi'date, as we believe Mr. B_oger to be* in this particular case.
