The present.Surry Power Station Technical Spe~ification:TS 4.14.A.2 states that the difference* (ll'r) between the river water mbient. temperature measured at the station high level intake and the cooling water at the discharge control structU:re shall not exceed -15°F except for brief fluctuations during changes in power levels.

Under normal weather conditions the above constraint has presented no problem; however, in recent periods of excessively high.temperatures we have experienced difficulty in staying within that 1:,.. limit during.periods of tidal change.

As a result of the above constraint,.we have had to reduce the station load by as much as 120 MW(t) on certain occasions with a resultant shift in load to our fossil fuel units.

To preclude the necessity for such an undesirable load shift from our nuclear units, we request that the Nuclear Regulatory Commission approve on an interim basis through September 20, 1975, the following modification-to the Surry Power Station Technical Specification TS 4.14~A.2.

TS '4.14 ~A. 2 to read, "The difference (!:,..).between t4e river water ambient temperature measured.at the station high level intake and cooling water at the*discharge control structure shall not exceed 15°F, except* for brief fluc.tuations during changes in power levels, and except during river tidal changes for periods not greater than four hours."

We have reviewed this matter with respect to its potential ecological impact and, in as much as we do not anticipate that a 1:,.. value of greater than 17°F will result at any time during the above four hour period, we feel that there will be little or no incremental effect on either planktcinic organisms or the fish population in the James River if approval is given to implement this requested change.

It is our intent to propose a f~~est at a later date to both Surry Power Station Technical Specj,M~8;'4_*14.A.1 and 4.14.A.2
