GENERIC ISSUE MANAGEMENT CONTROL SYSTEM REPORT FOR THE FIRST HALF OF FISCAL YEAR 2019 Enclosed for your information is the Generic Issue Management Control System report for the first half of fiscal year 2019, covering the period from October 2018 through March 2019. The Office of Nuclear Regulatory Research is addressing this report of active generic issues (GIs) to the Office of Nuclear Reactor Regulation (NRR) because NRR is implementing the three active GIs. This report is also being provided to the other regulatory offices for information.

The enclosure summarizes the status, activities, and expected final completion dates associated with each of these GIs. The following describes the significant activities that occurred during this reporting period for each of the three active GIs:

  • GI-191, Assessment of Debris Accumulation on PWR Sump Performance The U.S. Nuclear Regulatory Commission (NRC) staff performed two licensee audits. In January 2019, the staff audited Exelon, specifically related to the Calvert Cliffs Nuclear Power Plant, which used a risk-informed approach. The NRC staff also audited NextEra, specifically related to following plants: St. Lucie Plant, Turkey Point Nuclear Generating, Point Beach Nuclear Plant, and Seabrook Station, which used a deterministic approach.

The NRC staff is currently exploring alternative approaches to resolving this GI using the information in topical reports and submitted by licensees that, if feasible, may accelerate the schedule for resolution.

  • GI-199, Implications of Updated Probabilistic Seismic Hazard Estimates in Central and Eastern United States on Existing Plants The NRC staff received two seismic probabilistic risk assessments (SPRAs), one from Virgil C. Summer Nuclear Station and the other from Oconee Nuclear Station.

L. Lund The NRC staff completed its review of the SPRA for Diablo Canyon Power Plant.

  • GI-204, Flooding of Nuclear Power Plant Sites Following Upstream Dam Failure The NRC received one revised flood hazard reevaluation report, from Millstone Power Station.

The NRC received a focused evaluation for Catawba Nuclear Station and integrated assessments from Cooper Nuclear Station and H.B. Robinson Steam Electric Plant.

The NRC staff completed its reviews of the focused evaluations for Brunswick Steam Electric Plant and Palisades Nuclear Plant and its review of the integrated assessment for Dresden Nuclear Power Station.
