Dear Mr. Reid:

September 30, 1975 On August 29,* 1975 in our letter (SeriaJ No. 674) we requested a relaxation o*f Sui"ry*s Technical Specification 4.14.A.2.. This particular specification places a 15°F limit on the temperature rise (AT) between the station high level intake and the discharge control structure outlet.

It is the pJrpose of this letter to withdra~ that request.

As we explained at our earlier meetings with your staff, we feel that we are incorrectly penalized, at certain *times 0f the day, by the 15°F AT specification.

For example,, whenever the inlet temperature is decreasing we are forced to reduce power in order to maintain AT less than 15°F.

It*

is not entirely clear what causes this phenomena; probably it is a combina-tion of sunlight'heating and tidal fluctuations.

On Friday, September 26, 1975, Surry 1 was forced out of service in order to repair primary system leakage.

At that time, it was decided to advance the planned Unit 1 refueling date.

During this 0utage we expect the circulating.pump which is present.ly being overhauled to be returned to service.

Ful) circulating water flow capa~ility will allow station operation below the 15°F. (AT) limit at all times.

Therefore our request to relax technical specification 4.14.A.2 for several hours during each day will not be necessary.

It is our intention to propose a change to Technical Specifications 4.14.A.1 and 4.14.A.2 at a later date. This ~reposed change 0ould bring our specifications into agreement with our National Pollutant Discharge Elimination System Permit *.
