We have.reviewed your letter and the enclosed inspection.report.

Our re-sponse to the specific non-compliance item is contained in. the attachment to this letter.

We. have determined that no proprietary information is contained in the re-ports.

Accordingly, the Virginia Electric and Power Company interposes no ob-jection to these inspection reports being made a matter of.public disclosure.

Contrary to the above _Iodine analy_sis was not per!=o_rm~d as specifie.<l _on

_ July 9, 1977, during power ascension frow 43% to 70% rated powe~ on Unit 1 or during a shutdown of Unit 2 on July 11, 1977.

Response

The deficiency is correct as stated.

The orders for modification of license for-. the two units include an add-ition to our Technical Specification 3.1.D which is stated above.

The change in power on July 9, 1977, was not accompanied by an Iodine analysis as it was overlooked.

The changes in power on July 11, 1977 were for the purpose of taking the unit to cold shutdown and the iodine analyses were not performed as our interpretation of the modified order is that it does not intend for the analyses to be performed then.

Specifically, pursuant to section 2.201 of the NRC's "Rules of Practice",

Part -2, Title 10, Code of Federal Regulations, the following information is submitted:

Corrective steps taken and the results-achieved:

The operations department and the chemistry department have been re-instructed to clarify the requirements for radio-iodine analyses; especially with reference to the new, modified orders of license.

Corrective steps taken to avoid further non-compliance:

The above stated instructions will be sufficient.

Date when-full compliance will be achieved:

Full compliance has been achieved.
