Serial No. 587A PO&M/ALH:das Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 The purpose of this letter is to provide clarification on our December 28, 1977 request to change the lower service water temperature limit at Surry from 35°F to 25°F.

This request does not imply that the service water will actually reach 25°F since the freezing point of the brackish James River water is ~29° F.

The analysis in the support of a 25°F limit merely shows that the 1'l"'PSH for the LHSI, ORS and IRS pumps would be adequate even if the river water remained liquid at 25°F.

Therefore, the NPSH for these pumps is more than adequate for river water temperatures just above the freezing point.

It would be appropriate to specify no lower service water temperature limit since the plants would require shutdown due to other system constraints when icing occurred at ~29°F river temperature.
