This, is in respoi:se to your letter of February 21, 1978 in reference to the inspection: conducted at Surry Power St:ad.on ou December 20-21, 1977, Jaimary 10-13, 16-19 aild. 25, 1978 and reporud ~ IE Inspection Report. Nos. 50-280/78-01 and 30-281/7 3-01.

We have reviewed. your letter and the enclosed.. inspection reporu. Our re-sponse. to the s~ific infraction is conta1ned in the attachment to ttds letter.

B.egard1ng Type A. c:Qntaimnent testillg on Surry Uilit ~s.- land 2, we intend to perf om this test. on both wrlts prior to reactor startup following their re-spective steam g.enerator repla<:ement outages. We intend to perform. these tests in accordance with the current Appendix J (February 14" 197.3); however" this is contiDgent upon the app1:aval by the Division of Nuclear :Reactor Regulation of the necessary changes to our Technical Specifications.

We have determined that no prop:ietary info%Illation is contained in ~he re-ports. Accordingly, the Vi.Iginia Eleetr.1.c: and Power Company interposes- no objec-tion to these inspection repcrta being made a matter of public disclosure.

e e RESPONSE TO INFRACTION LISTED IN IE INSPECTION REPORT NOS. 50-280/78-01, 50-281/78-01 NRC Comment Surry Power Station Technical Specification 6.6.2.a. states that reportable occurrences which require prompt notification be followed by a written report within two weeks.

Contrary to the above:

The licensee submitted the written followup report on November 15, 1977, for a valve pit flooding incident which occurred on October 11, 1977 (LER 77~021/

01-T-O) approximately 3 weeks in excess of the requirement.

Response

The infraction listed above is correct as stated in the inspection reports.

1. Corrective steps which have been taken and results achieved.

A review of the functions of the operations.support staff at the corporate offices has been completed. It has been determined that one individual should be dedicated to follow up all correspondence required for the office of Inspection and Enforcement. An individual has been identified to fill this position. We believe that this will minimize the possibility of similar violations in the future.

2. Corrective step£ which will be taken to avoid further non-compliance.

We believe that the above listed corrective steps will be sufficient.

3. Date when full compliance will be-achieved.

Full compliance has been achieved in that the subject LER has been sub-mitted to NRC Region II.
