Pursuant to NUREG-0094, Appendix F, "Eligibility for Examination With No Reactor Startup Demonstration 1' , submitted herein for NRC approval is the Hot License Simulator Startup Certification Program to be conducted at the Virginia Electric and Power Company's Surry Nuclear Training Center.

The certification program shall consist of 56 training hours at Surry Nucl2ar Training Center. These 56 hours6.481481e-4 days <br />0.0156 hours <br />9.259259e-5 weeks <br />2.1308e-5 months <br /> shall be divided into classroom lectures and hands-on simulator training.

f. Malfunctions - ranging from minor instrument failure to major plant transients and recurring plant problems.

Within the limits of the simulator's capabilities, the exercise program shall be conducted in accordance with. operating procedures supplied by the candidates facility.

During this course of instruction, each individual candidate shall per-form a minimum of four reactor startups including the startup for certifica-tion. Candidates certified by satisfactory completion of this program shall meet, as a minimum, the requirements of NUREG-0094, Appendix F, Part D. Certi-fication examinations shall be conducted by company personnel who have been licensed as senior reactor operators, or have the equivalent level of training, experience and proficiency. Examiners shall not be directly involved in train-ing of the individuals being examined.

  • Records documenting each individual's participation and performance in the certification program shall be established and maintained at Surry Nuclear Training Center.

In order to ensure quality of instruction, all simulator instructors shall have been licensed as senior reactor operators or shall have the equivalent level of training, experience and proficiency. Resumes of current simulator training staff members are attached.

The above described certification program is considered by Virginia Elec-tric and Power Company to represent the minimum amount of training necessary for certification under. Part D of Appendix F.

Day 2 AM Classroom Review and discuss the procedure used to heatup from Cold Shutdown to Hot Shutdown.

PM Control Room Perform Heatup from Cold Shutdown to Hot Shutdown. Emphasize pres-sure control during solid state conditions, drawing a bubble and removal of RHR from service.

Day 3 AM Review and discuss procedure for Reactor Startup from Hot Shutdown to low power and low power operation. Include Steam Generator Level Control (auto and manual), Nuclear Instrumentation and Rod Control, Turbine Operation, Electrical Switchgear Operation.

PM Control Room Perform Reactor Startup from Hot Shutdown Synchronize generator and proceed to 30% power. Switch to auto feedwater control.

Insert malfunctions for operations in progress.

e Day 4 AM Classroom Review and discuss power operation, engineered safeguards, transient analysis, and Emergency and Abnormal Procedures.

PM Control Room Increase power from 30% to 100%. Insert malfunctions for operations in progress.

PM Control Room Commencing at 100%, reduce power to Hot Shutdown. Insert malfunctions for operations in progress.

Review Reactor Startup Procedures.

PM Cont ro 1 Room Reactor Startup (include pre-startup checks and 1/m plot for first startup). This startup is an audit startup and will be evaluated in detail.

Day 7 Certification Reactor Startups - Hot Shutdown with normal plant conditions established. NO malfunctions initiated.

SURRY TRAINING CENTER REQUALIFICATION SIMULATOR TRAINING The Surry Nuclear Training Simulator will be utilized to reinforce the VEPCO Licensed Operator Requalification Program", submitted December 27, 1977 by Virginia Electric and Power Company and approved by the Nuclear Regulatory Commission on January 6, 1978.

The Simulator will be utilized in meeting the requirements for reactivity control manipulation and understanding of plant equipment as specified in 10 CFR 55, Appendix A. An opportunity will be provided to operate through a wide range of normal and abnormal conditions to reinforce a *lecture session.

A typical day would consi~t of a four hour pre-planned lecture with four hours hands-on operation of the simulator.

  • Duties as Performance Engineer included the review of surveillance testing results, test procedure* writing and revisions, and the supervision of station personnel during major plant tests. This included direction of Type A, Band C containment in~egrity testing, safety system function-al testi.ng and numerous special tests involving modifications to existing systems or installatiqn of new equipment.

As Reactor fog i neer I was responsible for the verification of compliance with reactor operational limits, including peaking

. factor determination, nuclear instrument-ation calibration, rod drop testing, and low power physics testing. Physics testing experience involved the determination and evaluation of boron worth, rod worth, and power and temperature coefficients.

Performance of these tests included the direction of operating personnel in control rod motion, dilution, boration and tempera-ture control to achieve the desired test conditions.
