AMENDMENT TO THE OPERATING LICENSE

TECHNICAL SPECIFICATION CHANGE NO. 52 ~atot1 SU:RRY POWER STATION UNITS 1 AND 2 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment to Operating Licenses DPR-32 and DPR-37 for Surry Power Station Unit Nos. 1 and 2.

The amendment re-quested is a change to the Technical Specifications and has.been de-signated as Change No. 52.

In accordance with your request of March 16, 1977, we are proposing technical specifications requiring the presence on site of an individual qualified in radiation procedures any time fuel is in the reactor.

In addition, the proposed specifications will identify the minimum qualifications of the Health Physics Supervisor which are the requirements of Regulatory Guide 1.8, September 1975.

The Super-visor presently holding this position meets these requirements.

Attached are the proposed changes which have been reviewed by both the Station and System Nuclear Safety and Operating-Committees.

Furth~r, it has been determined that these changes do not involve an unreviewed safety question as defined in 10 CFR 50.59.

6.0 ADMINISTRATIVE CONTROLS 6.1 ORGANIZATION, SAFETY AND OPERATION REVIEW Specification A.

The Station Manager shall be responsible for the safe operation of the facility.

~he Station Manager shall report to the Director-Nuclear Operation., The relationship between this Director and other levels of company management is shown in TS Figure 6.1-1 and 6.1-2.

B.

The Station organization shall conform to the chart as shown in TS Figure 6.1-3.

Qualifications with regard to education and experien~e and the technical specialties of key supervisory personnel will meet the minimum acceptable levels described in American National Standard 18.1 "Selection and Training of Nuclear Power Plant Personnel" dated March 8, 1971.

The Health Physics Supervisor shall also meet or exceed the qualifications of Regulatory Guide 1.8, September*l975.

2. Retraining and replacement training of station personnel shall be in accordance with American National Standard 18.1 "Selection and Training of N~clear Power Plant Personnel" dated March 8, 1971 and 10 CFR 55, Appendix A.

For each SLO in the control room, the requirement to have a LO in the control room shall be waived.
