AMENDMENT TO THE OPERATING LICENSE TECHNICAL SPECIFICATICN CHANGE NO. 55 SURRY *POWER STATION
- Pursuant to 10 CFR 50.90, the Virg.inia Electric and POW=r ca~lrfy" hereby requests an amendment to Ope.rat.ing Licenses DPR-32 and DPR-37 for
~
Surry Power Station Unit Nos. 1 and 2.
The Amendment requested is a change to the Technical Specifications and has been designated as Change No. 55.
The bases for our request is to clarify the Technical Specification to reflect the actual inservice inspection being perfonred at SUrry. In addi-tion, VEPCO personnel and NRC I&E inspectors are in agreement that the changes are necessary.
The changes are as fallows:
- 1. The Technical Specification Table 4.2-1, Item 4.1, category F, requires a ur,NT/Pl' for vessel, pump or valve safe end to pipe welds and states that these examinations are covered individually under the various section (A, B, and C)
- Ha.sver, Section B, category F, "Pressurizer Surge Lille to outlet Nozzle" requires only a volumetric examination (UT).
- 2. T.S. Table 4.2-1, Iten l.ll, category G-2 states that bolting less than 2 inches in diameter is not applicable because none exists. Ha.sver, conoseal bolting on the reactor head is included in the cate-gory and was examined.
There are no safe end welds in branch pip.ing in SUrry Unit
- 1. These welds do not exist.in Surry Unit 2.
- 4. T.S. Table 4.2-1, Item 4.7, Category J-2 requires a visual examination of 50% of the circumferential and longitudinal pipe welds and branch pipe connec-tions prior to the end of the 5 year interval. How-ever, ASME XI requires that those welds excluded by Article IS-121 shall be visually examined only when-ever the systen boundary is subjected to a true hydro-static test, prior to each plant startup following

- 5. Surry T.S. Table 4.2-1, Item 5.5, category G-2, requires that pressure retaining bolting below 2 inches in diameter would be visually examined whenever the bolting connection is dissembled for maintenance purposes. This requirement, however, exceeds the intent of ASME XI.
- 6. T.S~ Table 4.2-1, Item 5.6, category K-1, requires a visual and volumetric examination of integrally welded supports in the pump pressure botmdary. H~ver, the geanetric configuration does not pennit a volumetric examination.
- 7. T.S. Table 4.2-1, Item 8.1.3, category J-1 requires an inspection. of sensitized steel socket welds. and branch connection welds 4 inches in diameter and smaller. How-ever, there are no welds of this type in Surry Unit 1.
The welds do exist in Surry Unit 2.
- 8. T.S. Item 4.15, "Augmented Inservice Inspection Program for High Energy Lines O:ttside of Containment" requires an examination of the 20 welds which are identified in T.S. Figure 4.15 as rupture points. ~er, welds 1, 135, and 275 are inaccessable.
These changes have been revi~ by both the Station Nuclear Safety and Operating Ccmnittee and the System Nuclear Safety and Operating carmittee.
Fur-ther, it has been detenni.ned that these changes do not involve an unreviewed safety question as defined in 10 CFR 50.59.
