. TO.THE*OPERATING LICENSES .

TECHNICAL SPECIFICATION:CH.ANGE NO. 32

. SURRY POWER STATION . - .UNIT NOS ** 1 AND 2 Pursuant to 10 CFR.50.90, the Virginia Electric* and Power Company hereby requests an amendment.to Operating Licenses DPR-32 and DPR-37 for the Surry Power*Station, Unit Nos. 1 and*2. The amendment requested is a change to the Technical Specifications. The changes to be mage and the basis .thereof are enclosed herewith and have been designated as Change No. 32.

  • These changes are submitted in order to: *(1) update the organizational chart and (2) *maximize the effectiveness of the System Nuclear Safety and Operating Committee (SyNSOC). Based on your approval of these changes 7 the SyNSOC shall be reorganized into a smaller and more efficient Committee as delineated in the proposed specification. ANSI 18.7, Draft No. 5, November 26, 1974, Independent Review Program, was used as a guide in preparing this specification.

These changes have been reviewed by both the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.

Further, it has been determined that the proposed c~nges do not involve a significant hazards consideration or.an unreviewed safety question as defined in 10 CFR 50.59. Specifically, it has been determined that the changes will not increase the probability of.occurrence or the consequences of an accident of a type previously evaluated in the safety analysis report, nor do they in-troduce the possibility of an accident or malfunction of a type not evaluated previously in the safety analysis report. Additionally, it has been.determined that these changes provide adequate Trulrgin of operational safety.
