Dear Mr. Rusche:
Mr. Reid's letter of July 22,.1976'., indicated that the NRC Staff wished to discontinue review of our proposed Technical Specification Change No. 38 for the Surry Power Station, Units 1 and 2, on the basis that license amendments issued on April 16, 1976 *and June 25, 1976 had adequately resolved the matter of thermal discharge limitations.
We have reviewed our proposed Change No. 38 (dated March 11, 1976),
and the subsequent license -amendments, and we do not have any objection to your discontinuing review of our proposals to bring the thermal discharge and chlorine limitations into agreement with the NPDES Permit.
These changes were requested solely to provide consistency between the Technical Specifications and the NPDES requirements.
We will be requesting consideration of the PL 927500 Section 316(a) demonstration program later this.year, and the expected favorable decision will result in removal of temperature limitations from all regulatory documents applying to Surry Units 1 and 2.
In the case of the chlorine limitations, we*do not use chlorine at the station, except for sewage effluent, and have no objections to the present restrictions.
However, several proposals in our March 11, 1976-letter should still receive consideration.
These include:

Salinity monit6ring - our proposed change requested and provided justification for the deletion of a requirement to continuously monitor salinity.
Temperature monitoring - we requested that require-ments for continuous monitoring of various temperatures (Sections 4.13A. 2, 4 and 5} be deleted.
Reporting requirements - our proposal requested that reporting requirements in Sections 4.13 and 4.14 be made consistent with those in Section 6.6.
