Dear Mr. Rusche:

Surry Unit No. 1 has operated for approximately ten weeks with the occurrence of only small amounts of primary to secondary leakage. Currently, the primary to secondary leak rate is about 0.2 gallons per minute and it has been stable at this value for some time.

As a result of the performance of Surry Unit No. 1, we request that approval be granted to extend the allowable operating period for Surry Unit No. 1. We propose that the unit be pennitted to operate until a primary to secondary leak rate of 0.3 gallons per minute is achieved. At that time the unit would be shut down in order to conduct an inspection of the steam generators.
