STANLEY RAGONE SENIOR VICE PRESIDENT It was a pleasure to meet with you and others within the NRG on Monday, June 23, 1975.
I was very much impressed by the sincerity of your remarks to establish and maintain a stronger and open communi~
cation link with utilities and I believe this is most significant and certainly worthwhile in regulation of the nuclear power program.
On June 16, 1975 The Virginia Electric and Power Company received notification that the revaluation of the Emergency Core Cooling Systems (ECCS) for Units 1 and 2, Surry Power Station, was consistent with the requirements of 10 CFR 50 Part 50.46.
Prior to the above notification, Unit No. 1 was operating at 100 percent power but Unit No. 2 was restricted to zero power except for a 5 percent power level authorized when conducting low power core physics tests.
We anticipated acceptance of the ECCS-FAC analysis for both units and the associated authorization to return Unit No. 2 to full power commencing early Saturday morning, June 14, 1975.
With weather predictions indicating extremely warm weather for our service area and this coupled with the forced outage of two of our larger fossil units it became necessary to bring Surry Unit No. 2 back to power as soon as possible in order to meet anticipated system peak loads.
We very much appreciate the time expended by members of your staff, both in the Division of Reactor Licensing and in the Division of Technical Review who worked through the weekend to resolve technical matters in connection with our request for this license amendment.
We recognize the inconvenience placed on your people and wish to personally thank you and your staff for the manner in which you responded to our request.
