Environmental Studies No. 4 of HPDES Permit No. VA0004090, VEPCO, submitted a 316(a)

Demonstration Report to the Board for its Surry Pm'ler Sta ti on.

After reviewing the information contained in the report, the staff. concluded that VEPCO has successfully demonstrated that no appreciable harm has resulted from the Surry Plant thermal dis-

.. charge, i.e. type I Demonstration - the absenc_e: df,..p.rior appreciable harm.

In rea~hing the c6nclusion, the staff has integrated all the comments within the

. Agency and comments received from EPA.

A Public Notice for the 316(a) Demonstration was published in the Sussex-Surry Dispatch on November 30 and December 7, 1977, as required.

As of the date of this.memorandum, no responses to the Public Notice.hav~ been received.
