Dear Mr. Muller:
In view of anticipated system electrical loads during the balance of August to mid-September 1975, the Virginia Electric and Power Company requests that the provisions of the Sur.ry Power Station Technical Specifica-tion TS 4. 14.A. 1 be waived on an interim basis commencing at 3:00 p.m. on August 8, 1975 and extending to 12:00. p.m. September 20, 1975.
The request for this waiver is based on supporting information supplied by Vepco representatives during the course of the joint Vepco/NRC staff meeting held in Bethesda, Maryland on August 7, 1975 as well as certain other speci'fic documentation forwarded by telecopier.
We feel that such a relaxation of Technical Specification TS 4.14.A.1 will have little or no adverse effect on the aquatic population in the James River, but indeed that it will conserve scarce oil supplies,*be in the economic interest of Vepco rate payers, and contribute to an improvement in air quality.
Finally, we wish to point out that even with such a relaxation of TS 4.14.A.1, both Surry nuclear units when operating at full power will still meet the heat rejection limits as specified in the National Pollutant Discharge Elimination System (NPDES) permit which has been issued for Surry Power Station Units 1 and 2.
An advance copy of this letter will be telecopied to you by 1:0Q p.m. today, and we request you treat this proposal as a matter of priority in view of its importance to the national and public interest.
