Dear Mr. Dicker:
This is in reference to your letter of February -19; 1975 which advised us of your acceptance of an interim mode for monitori_ng and recording water temperature and salinity conditions in the James River in the proximity of the.Su~ry Power Station until certain replacement equipment as referred to in our letter of January 17;, 1975 had been completely installed and operational. In addition you requested that we update the current Technical Specifications to reflect the replacement monitoring system with respect to its configuration and capabilities as well as s~b~it a proposed draft for revision of those portions of.the Surry Power Station Technical Specifications covering the non-radiol?gical environmental monitoring progfam. In our discussions with the staff, we have indicated that it would be desirable to revise Technical Specification 4.13E to conform with the improved sampling techniques possible with the installation of the travelling screens, ~nd our ability to more accurately document the high fish survival rates resulting from the new screen operation. How- ~ver, as a special condition foi the National Pollutant Discharge Elimina-tion System (NPDES) permit granted to Vepco by the Environmental Protection Agency (EPA), we have been required to submit to the Virginia State Water Control Board (SWCB) a special study program for monit6ring impingement and entrainment effects at the lower intakes at the Surry Power *station. This study includes provision for estimating the total number, weight, length, and frequency distribution of different fish species whiih may be impinged as well as estimating the number of eggs, larvae and zooplankton entrained. Operating data s*uch as intake vefocity, total flow, temperature and tidal conditio~s will also be reported. It is understood that approval of such a sampling program has been delayed pending issuance of a Section 3.16(b) Guidance Manual *which has been under development *by the EPA and NRC staffs. After such programmatic approval has been obtained we intend to review technical sp~cification section T.S. 4.13 to determine what changes may be warranted in the 1 ight of and to ensure compatibility with the sampling, monitoring and reporiing program as directed by the SWCB.
