This is in reference to the telephone conversation of August 4, 1975 between Mr. E. A. Baum of Vepco and Mr. B. J. Yo~ngblood of your staff wherein Vepco received temporary authorization until 10: 00 p. m.,

August 4, 1975 for a relaxation of the Surry Power Station Technical Specification 4.14.A.1 to the extent that the condenser cooling water discharge temperature limit of 98°F might be exceeded for a period of up to eight hours under exceptional system load conditions.

In view of anticipated system loads during the balance of August to mid-September 1975 and also in view of air pollution alert considerations during excessive heat spells, the Virginia Electric and Power Company requests an extension of the above authorization until September 20, 1975.

Such an authorization would still meet the heat rejection limits as-_specified in the National Pollutant Disch,~xge Elimination System (NPDES) permit which has been issued for Surry Power Station Units 1 and 2.

Based on discussions this morning between our respective staffs, it is understood that the NRC will require Vepco.to keep the following records and to take the indicated actions during the period this specific authorization is in effect:

a.

hourly recording of inlet and discharge water temperature

b.

recording of tidal conditions during periods where the 980F water temperature discharge limit is exceeded and estimates of flow (cfs) if available

c.

periodic visual surveillance as necessary to determine possible impact on fish population during periods when the 9soF water temperature limit is exceeded

d.

notification to Director~Region II, Office of Inspection and Enforcement when the above authorization is exercised 84-01

It is our intent to propose at a later date an appropriate change to the current Surry Power Station Technical Specifications relating to water temperature limits on condenser cooling water discharge *. which will perinit more flexibil-ity in meeting necessary power demands but yet be in consonance.with NPDES requirements and the national and public interests.
