Dear Mr. Case:

Docket Nos. 50-280 50-281 License Nos. DPR-32 DPR-37 This letter is in response to your request of July 18, 1977, that we re-view our safety injection system and to determine whether throttling valves are used.

Our investigation shows that only the high head safety injection system has valves which are throttling valves.

There are six valves.per unit, one in each of the hot leg lines and one in each of the.cold leg lines, these valves are not in continuous service.

The following facts have bee~ gathered:

1) The valves are globe valves, which are designed.for flow throttling
2) The valves are in use only during safety injection and erosion is therefore not a problem
3) The valve stems were welded to the valve bonnets after the startup testing was satisfactorily completed Therefore, we are sure that you will _agree a periodic surveillance require-ment to assure that these valves are set properly is not justified and we do not request a change to our technical specifications.
