This document describes the repair program on the steam generators which we plan to commence during May 1978 and Feb-ruary 1979 on Unit Nos. 1 and 2, respectively.
The dqcument describes (l) the re-furbished steam generators, with emphasis on the improvements to be incorporated therein; (2) the repair process methodology and (3) the safety impH.catioris of the repair program. A report section discussing personnel radiation exposure, de-contamination and related environmental concerns will be submitted to you during October 1977.
As.agreed between the members of our staffs, we are submitting this informa-tion at this time to keep you informed of our plans and status and to allow your staff to review information as it is made available.
By necessity, in keeping with this philosophy, the document contains information which is preliminary pend-ing the completion of final engineering analyses and evaluations.
However, it is not expected that the information presented will be significantly changed or that the conclusions contained therein will be altered.
The submittal has been struc-tured and presented so that revisions, additions and/or deletions may be incorpo-rated as required.
The information enclosed herewith has not been reviewed by the Station or System Nuclear Safety and Operating Committees, but they will do so in the near future.
The repair program described in the aforementioned document should eliminate the problems which have been experienced with the currently installed steam gener-ators and restore the steam generators to a new condition 1:vith the "state-of-the-art" improvements incorporated therein.
The improvements which will be incorpora-ted in the new steam generators, as described in the report, will fully restore the steam generators' integrity and will enhance the reliability and availability of the operating units of which they are a pa1;:t.
e VIROlNlA ELECTRIC AND POWER COMPANY TO Mr. Edson G. Case Page No. 2 The safety implications associated with the repair program and subsequent unit operation have been evaluated and no significant adverse consequences have been identified.
While additional safety reviews are currently in progress, it is not expected that the basic conclusions will change.
We believe that (a) the repair effort can be completed without jeopardizing_ the health and safety of the workers involved with the program or the public and (b) upon completion of the repair program, the units can be operated without adversely affecting the health and safety of the general public.
- The implementation of the steam generator repair program described in the aforementioned report should provide significant improvement in the performance, reliability and availability of the operating units while providing further as-surance that the units can be operated without any adverse consequences on the health and safety of the general public.
As I have indicated, our steam generator repair program calls for us to take Unit No." 1 off the line and commence work in just about eight(8) months, and it is essential that we meet that schedule.
If the staff believes that its approval is required for this program we would appreciate it if you would (a) inform us, so that we can promptly establish a joint review schedule, and (b) begin your review and take such other steps as you deem necessary, as quickly as possible.
We would be pleased to receive your comments and to meet with members of your staff to dis-cuss the matter.
If you have any comments regarding our plans, we would like to receive them soon in order that they may be reviewed and incc:,rporated into the overall repair pr_ogram.
