VEPCO'S ANSWER TO VIRGINIA'S MOTION FOR EXTENSION OF TIME

1. The Commission has published notice that it is considering authorizing the licensee, Virginia Electric and Power Company (Vepco), to remove and replace portions of the steam generators at Surry Units 1 and 2, 42 Fed. Reg. 56,652 (October 27, 1977).

Responding to that notice, the Commonwealth of Virginia, on November 28, 1977, filed its "Motion for Extension of Tii:ne to File Petition to Intervene and Request for Hearing,"

requesting an extension of time of not more than 30 days to file a petition for leave to intervene and a request for hearing.

2. Vepco does not oppose the Commonwealth's motion. The Commonwealth is the legitimate representative of the citizens of Virginia. Moreover, the Commonwealth has retained a technical consultant, who apparently

e needs more time for his review (Commonwealth motion ~[ 5).

Accordingly Vepco believes that the extension of time requested by the Commonwealth is justified.

3. Although Vepco does not oppose this particular request, Vepco wishes to reserve the right to oppose any future requests for extensions of time, including such requests by parties other than the Commonwealth, depending on the situation at the time. Vepco also, of course, wishes to reserve the right to oppose future petitions for leave to intervene and requests for a hearing.
