NRR Inspection Budget Trained Inspectors Each resident inspector and senior resident inspector is qualified through the process under U.S. Nuclear Regulatory Commission Inspection Manual Chapter (IMC) 1245, Qualification Program for New and Operating Reactor Programs. After this initial qualification, each inspector receives 3-4 weeks of training annually.

Inspection Preparation Inspectors maintain awareness of the sites performance through direct observations with plant status (as noted in IMC 2515, Light-Water Reactor Inspection ProgramOperations Phase, Appendix D, Plant Status), corrective action program reviews, and other preparation mechanisms:

Inspectors may prepare for specific inspections, or they may prepare to finish actions identified for completion within a quarter.

In addition to training, each (assigned) inspector spends 7-10 percent (nominally) of his or her time on support activities.

Inspection The guidance in IMC 2515, Appendix A, Risk-Informed Baseline Inspection Program, governs the Reactor Oversight Process baseline program. This document contains a list of inspection procedures (IPs). Each IP is completed through samples. Inspectors complete these samples within the resource estimates noted in the associated IP. On occasion, an inspector or team may need additional time to complete the IP. For a 2-unit pressurized-water reactor (PWR), the baseline resource need averages 2,354 hours0.0041 days <br />0.0983 hours <br />5.853175e-4 weeks <br />1.34697e-4 months <br />.

Inspection Documentation Inspectors document findings in inspection reports. These reports are placed on the NRC Web site at https://www.nrc.gov/reactors/operating/oversi ght/listofrpts-body.html:

Quarterly, the inspector documents inspection findings in an integrated inspection report. Team inspections occur on a biennial or triennial basis.

Inspection Billing Enhancements The NRC is dedicated to improving transparency in its fee billing. In the staff requirements memorandum (SRM) to SECY-15-015, Project Aim 2020 Report and Recommendations (ADAMS Accession No. ML15159A234), the Commission approved staff recommendations intended to simplify how the NRC calculates its fees, improve transparency in the fee billing process, and improve the timeliness of the NRCs communications about fee changes. Since that time, the staff has been actively implementing those improvements. The revised licensee invoice is one major change.
