Interim Notification per 10 CFR Part 21 Degraded Snubber SF1154 Hydraulic Fluid Batch No. ZJS1518 On June 7, 2010 Lake Engineering Company (LEC) received a 55 gallon drum of SF1154 snubber fluid from Batch No. ZJS1518 which was manufactured on September 14, 2009. Fluid from this drum was subsequently shipped to various customers in five gallon and one gallon containers.

On January 4, 2019 Lake Engineering Company was notified by Point Beach Station that soft solid material in the form of white flakes was observed in fluid from the subject batch. The material was subsequently determined by Lake Engineering Company to be similar in appearance to a cyclic siloxane byproduct that had previously been identified in SF1154 Batch Numbers 14ELVS145 and 11 KLVS146.

The anomalies associated with the latter two batches were reported to the NRC by Lake Engineering Company on May 1, 2017 and July 25, 2018. It was subsequently determined that fluid from the latter two batches did not represent a substantial safety hazard at any of the US nuclear plants to which it was provided by Lake Engineering Company.

Within 60 days following the date of this notification, Lake Engineering Company shall submit a final report or a second interim report documenting the results to date of our evaluation to determine whether the anomaly associated with Batch ZJS1518 represents a defect which could create a substantial safety hazard at any of the US nuclear .plants to which it was provided by Lake Engineering Company.
