SUMMER NUCLEAR STATION (VCSNS) UNIT 1 TRANSMITTAL OF RADIATION EMERGENCY PLAN REVISION 70 Serial No. 19-095A VCS-LIC/ASF RO Docket No. 50-395 License No. NPF-12 Pursuant to 10 CFR 50.54(q)(5), attached is the change analysis summary for Revision 70 to the V.C. Summer Nuclear Station (VCSNS) Emergency Plan. Revision 70 became effective on February 15, 2019. This revision incorporated changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the VCSNS Emergency Plan.
The Emergency Plan continues to meet the standards of 10 CFR 50.47 (b).

SUMMARY
Serial No. 19-095A Attachment Page 1 of 1 V. C. Summer Nuclear Station Emergency Plan Revision 70 incorporated the changes described below. A description of why the changes were not reductions in the effectiveness of the emergency plan and the regulatory basis are provided.
- 1. The Environmental Lab was moved from the basement of the NND (New Nuclear Deployment) Building to the NLC (Nuclear Learning Center).
- 2. Part 2, Section P.9 was changed to state an annual evaluation and biennial audit of the EP program is performed. In addition, the plan was revised to state that an audit may be performed instead of an evaluation. The requirement for an audit to be performed every 12 months was removed.
- 3. In Appendix 2, the MOU title was corrected to Columbia Metropolitan Airport Department of Public Safety.
The changes made to the Radiation Emergency Plan are in accordance with 1 O CFR 50.47 and 10 CFR 50 Appendix E and do not change the intent of the Emergency Plan. These changes continue to meet the regulations and planning standard by still maintaining all the requirements of 10 CFR 50.47 and 10 CFR 50 Appendix E. The changes made to the Radiation Emergency Plan do not reduce the effectiveness of the Emergency Plan and continue to satisfy the Planning Standard.
