RE~~~SE D INTERIM I./ I FINAL In NRC-2019-000195, you requested "any and all documents pertaining to the construction, maintenance, and any work performed at the Quad Cities Nuclear Generating Station (a/k/a Commonwealth Edison in Cordova, IL a/k/a "Cordova") from the initial construction/commissioning of the plant through 1984 which reference the following:. "Iowa-Illinois Thermal Insulation" ; "Iowa Illinois Insulation"; "Iowa-Illinois." These documents include, but are not limited to, all bids, contracts, requests for proposal, sales and/or purchases of materials, payroll records, personnel records, correspondence and site safety correspondence. Also including any documents relating to safety inspection, comp.liance with EPA, OSHA and/or other federal regulations at the site. These include, but are not limited to, any and all environmental testing or sampling at the site, air monitoring or sampling data,.and contract documents and correspondence with the companies or entities responsible for performing said testing/sampling. 1' In NRC-2019-000196, you requested "any and all documents pertaining to the construction, maintenance, and any work performed at the Quad Cities Nuclear Generating Station (a/k/a Commonwealth 'Edison in Cordova, IL a/k/a "Cordova") from the initial construction/commissioning of the plant through 1984 which reference the following: "Taylor Insulation." In NRC-2019-000197, you requested "any and all documents pertaining to the construction, maintenance, and any work performed at the Quad Cities Nuclear Generating Station (a/k/a Commonwealth Edison in Cordova, IL a/k/a "Cordova") from the initial construction/commissioning of the plant through 1984 which reference any and all outside contractors who performed work at the site, including the following: general contractors; mechanical contractors; insulation contractors; pipefitting contractors; welding contractors; boilermaker contractors; millwright contractors; electrical contractors; sheet metal contractors; HVAC contractors; ironwork contractors; laborers; carpentry contractors; and any other subcontractors, including all job documents including, but not limited to, all bids, contracts, requests for proposal, sales and/or purchases of materials, payroll records, personnel records, correspondence and site safety correspondence. Also include any documents relating to safety inspection, compliance with EPA, OSHA and/or other federal regulations at the site. These include, but are not limited to, any and all environmental testing or sampling at the site, air monitoring or sampling data, and contract documents and correspondence with the companies or entities responsible for performing said testing/sarr:ipling."
In light of the clearly related matters of these requests, and your submission of them at the same time, we had aggregated them for fee purposes. With respect to the first part of these requests seeking records about the contractors who performed work at the site. prior to 1984, staff in Region Ill (in which the Quad Cities Nuclear Generating Station is located) has informed us that NRC does not maintain such records so no billable search fees were incurred. We would expect such records to be in the possession of the licensee. As for the second part of these requests seeking safety-related inspections with a focus on air monitoring and environmental.sampling, RIii staff also tells us that, if such information exists within NRC records, they would be found in the inspection reports that are already publicly available in ADAMS. However, staff did a search of ADAMS using the key words "aesbestos" and "insulation" for any records predating 1985 and found nothing.
