I am writing to request that the U.S. Nuclear Regulatory Commission ("NRC") allocate time at the next Seabrook Nuclear Power Plant ("Seabrook" ) public meeting to discuss the current off-site Emergency Response Plan for Seabrook, including the ability of residents in the surrounding communities to evacuate in the event of an emergency. I also ask that the Seabrook public meeting be scheduled as soon as possible so that Massachusetts residents may be afforded the opportunity to raise concerns and ask questions about the current Emergency Response Plan.
My office continues to receive letters from constituents concerned about the adequacy of the current Plan, and I believe a transparent and public discussion about this critical issue is appropriate for the next NRC public meeting concerning Seabrook.
While Seabrook is located in our neighboring state of New Hampshire, the off-site Emergency Response Plan affects numerous Massachusetts communities. The municipalities of Salisbury, Amesbury, Merrimack, Newburyport, West Newbury and Newbury fall within the I 0-mile Plume Exposure Pathway Emergency Planning Zone, and many more of our cities and towns are within the 50-mile Ingestion Exposure Pathway Emergency Planning Zone.
Therefore, including a discussion about the Emergency Response Plan at the next meeting would provide Massachusetts residents, officials, businesses, emergency response personnel and other interested stakeholders with an opportunity to voice concerns and ask questions about the plan.
This discussion would also allow the NRC and the Federal Emergency Management Agency (FEMA), which, as described below, should also attend the meeting, an opportunity to answer any questions and provide more information to the public about the plan' s adequacy.
Given FEMA ' s central role in evaluating nuclear power plant off-site emergency response plans, we ask that the NRC in vite a representative from FEMA ' s Radiological 0

It is imperative that Massachusetts residents are afforded an opportunity to ask questions and discuss the Plan with the agencies tasked with evaluating the plan specifically designed to ensure the safety of those residents in the event of an emergency at Seabrook.
