RESPONSE TO DISPUTED NON-CITED VIOLATION DOCUMENTED IN
SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2, INSPECTION
REPORT 05000272, 05000311/2018403
Dear Mr. Sena:
On September 19, 2018, PSEG Nuclear (PSEG) provided a written response (ML18262A301)1
to U.S. Nuclear Regulatory Commission (NRC) Inspection Report 05000272, 0500311/2018403
issued on August 6, 2018 (cover letter ML18218A506, cover letter with non-public report
ML18218A487), for an inspection completed at Salem Nuclear Generating Station Units 1 and 2
(Salem). In the letter, PSEG disputed a Green non-cited violation (NCV) 05000272,05000311/2018403-01, which was documented in the inspection report.
The NRC conducted a detailed review of your response and the applicable NRC regulations and
inspection guidance. Our review was performed by NRC staff members who possess relevant
regulatory knowledge and who did not participate in the subject inspection.
After careful consideration of the bases for your denial, we maintained that a violation of a
regulatory requirement existed but was more appropriately described through a revision to the
NCV. The details of this determination and the revised NCV are described in the Enclosures.
