Hi Kellie, I received this input from the reviewer as follows:

At the 2/21/2019 public meeting, SNC explained that the exams it administered to the 12 former VC Summer Unit 2 applicants consisted of 25 written questions that tested conduct of operations topics, which they also said were related to knowledge and ability statements in Sections 2.1-2.3 of NUREG-2103 (i.e., the AP1000 K/A Catalog), and five administrative job performance measures (JPMs) that tested emergency plan topics, which are related to knowledge and ability statements in Section 2.4 of NUREG-2103. SNC said there was no overlap between the written test and JPMs.

On NRC exams, senior operator license applicants are given five administrative JPMs for topics selected from Sections 2.1 - 2.4 of NUREG-2103. JPMs are a task-based evaluation tool that require the test taker to actually perform a task. Written multiple choice questions require the applicant to demonstrate knowledge of a topic by selecting the correct answer from a set of options.

I discussed that SNC should explain in its RAI response why it did not use JPMs to evaluate the applicants knowledge of the Vogtle Unit 3 conduct of operations topics. I recall that SNC said that there were more significant differences between the emergency plans at the two sites (as compared to the differences between the conduct of operations procedures), and so they focused the JPM part of the test solely on the Vogtle Unit 3 emergency plan topics. I then said that the response should focus on why SNC chose to administer written test questions only on the conduct of operations topics (another way of saying this is why SNC thinks that written exam questions were an adequate evaluation tool to assess whether the applicants had learned the conduct of operations topics for Vogtle Unit 3 vs giving them administrative JPMs on these topics, too). If there is a reason that has to do with the extent of the differences between the conduct of operations procedures at the two sites, then it would be helpful if the RAI response explained how that factored into a decision to evaluate the applicants on the conduct of operations topics only using written exam questions and not using JPMs.

At the meeting, I remember that a member of SNCs training staff mentioned that conduct of operations topics are included in the continuing training program. It wasnt clear to me then how that related to the decision SNC made to use only written questions, and no JPMs, to evaluate the 12 applicants knowledge of the conduct of operations procedures. If that is indeed part of the rationale, then it would also be helpful for SNC to please explain that logic in the RAI response.
