Dear Mr. Ashkeboussi:

The staff of the U.S. Nuclear Regulatory Commission (NRC) acknowledges the submission of comments to the revision of the updated NRC draft safety evaluation (SE) for the Electric Power Research Institute (EPRI) reports Benchmarks for Qualifying Fuel Reactivity Depletion Uncertainty - Revision 1, and Utilization of the EPRI Depletion Benchmarks for Burnup Credit Validation - Revision 1 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML19052A413). The uncertainty and bias values using linear versus quadratic weighted least squares regression models and the proposed changes to the EPRI Utilization Report as requested during the December 20, 2018, public meeting (ADAMS Package Accession No. ML18360A449) are particularly useful for our safety evaluation.

The NRC staff is currently reviewing the submissions in conjunction with preparing the final SE with respect to the comments made in the December 20, 2018, public meeting. The NRC staff is aware of industrys timing needs associated with revising the EPRI reports that inform Nuclear Energy Institute (NEI) 12-16, Guidance for Performing Criticality Analyses of Fuel Storage at Light Water Reactor Plants, Revision 3 (ADAMS Accession No. ML18088B400). The established process for topical report final SE development precludes the NRC staff from sharing a preliminary final SE with the industry. To maintain transparency in the process, a draft version of the comment disposition table will be made available to NEI and EPRI for information.

As discussed in the December 20, 2018, public meeting, the NRC staff will revise the limitations and conditions in the final SE with a target publication in the third quarter of fiscal year 2019.

The NRC staff also anticipates that the actions following the final SE publication will required an update by EPRI to their Utilization Report concurrent with the development of the -A submittal.

The requested timing for the -A submission to the NRC is approximately 90 days following the final SE publication.
