OF PUBLIC CALL TO DISCUSS THE REQUEST FOR ADDITIONAL INFORMATION ON THE ENVIRONMENTAL PROTECTION PROGRAM FOR THE WESTINGHOUSE COLUMBIA FUEL FABRICATION FACILITY LICENSE RENEWAL APPLICATION On February 11, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public teleconference with Westinghouse Electric Company, LLC (WEC), Columbia Fuel Fabrication Facility (CFFF). The purpose of the call was to discuss the NRCs request for additional information (RAI) on the environmental protection program under review as part of the CFFF license renewal application.

The RAIs are needed to address changes to the CFFF environmental protection program due to the leaks that have occurred at the facility, including the leak from the hydrogen fluoride (HF)

Spiking Station in 2018. The NRC staff also requested WEC staff to update the submittals to reflect recent license amendments, changes in the organizational structure, updates to site specific plans, new ownership, exit from bankruptcy, etc.

The WEC staff stated they will submit an updated environmental report and license renewal application in response to the RAIs. They anticipate providing the RAI responses within 45 days of the public meeting (e.g. end of March 2019), and that response date was acceptable to the NRC staff.

The WEC staff plan to update the environmental data on soil and water sampling as part of their RAI responses. The NRC staff stated that the monitoring data provides a basis for WECs analysis of impacts. The WEC staff also plan to update the decommissioning chapter of the license renewal application.

The RAI response will include a description of WECs proposal to use a data driven, risk-informed program to identify the optimal locations for future environmental monitoring wells and soil samples. The WEC staff plan to use a new conceptual site model to inform their environmental monitoring locations (e.g., wells, soil samples) and corrective action program.

The NRC staff stated this is a new proposal compared to the previous submittal and will require additional NRC review.

The NRC staff offered to hold additional public calls with WEC staff during the development of the RAI responses. These types of calls ensure that additional information meets the NRC staffs needs.

The NRC staff received several questions from members of public regarding groundwater contamination due to leaks at the facility. One individual asked about the level of nitrates in the ground water on site. The individual asked if the leak from the HF Spiking Station contributed to the nitrate contamination in the ground water. The NRC staff stated that nitrates were present in the groundwater prior to the HF Spiking Station leak. Also, the licensee is actively remediating the soil under the HF Spiking Station. The NRC staff also noted that the South Carolina Department of Health and Environmental Control has primary oversight for contamination due to nitrates.
