McCann February 17, 2000 Page 2 BCLDP Radiation Protection program responsibilities Radiation Safety Officer The Battelle Radiation Safety Officer (RSO) is responsible for the overall radiation protection program for BCLDP. The RSO has the authority to stop any BCLDP operations involving licensed activities that are unsafe or that are non-compliant with NRC requirements. Functional responsibilities for day-to-day administration of the radiation protection program of the BCLDP have been delegated to either the Radiological Technical Support Manager (RTSM) or the Radiological Field Operations Manager (RFOM) for most health physics operational and administrative procedures. The RSO maintains direct responsibility for NRC reporting, the radiological awareness report program, radioactive source control, and program change assessments in a fashion similar to 10 CFR 50.59 (HP-AP-36.0). The RSO also provides oversight to BCLDP in matters concerning license conditions and the annual review of the radiation protection program. Please refer to the enclosed organizational chart for reporting relationships.

Radiolo~ical Technical Support Manaeer The RSO has delegated authority for administration and implementation ofradiological technical programs to the RTSM. The RTSM has the authority to stop any BCLDP operations involving licensed activities that are unsafe or that are non-compliant with NRC requirements. The RTSM is responsible for implementing the dosimetry programs, ALARA program, and for providing technical support to the BCLDP Remedial Action and Field Operations groups. The RTSM is the ALARA Coordinator. The RTSM is responsible for approving radiological volumetric releases and waivers of training.

Radiolo~ical Field Operations Manaeer The RSO has delegated authority for administration and implementation ofradiological field operations to the RFOM. The RFOM has the authority to stop any BCLDP operations involving licensed activities that are unsafe or that are non-compliant with NRC requirements. The RFOM is also responsible for administration and implementation of the radiological instrumentation, respiratory protection, and personal protective equipment programs. The RFOM is responsible for evaluating hot cells for downgrade or human entry.

Beyond the managers listed above, the field operations section of the radiation protection organization has been integrated into one of two decontamination groups, Remedial Action or Field Operations. Further division of responsibility and authority for radiation protection is provided through the Health Physics Project Managers (formerly Health Physics Supervisors).

Chance J. Hallgren Project Records RP Files With the recent reorganization of the BCLDP, it becomes evident the specific radiation protection issues must be formally addressed. These issues are primarily related to the Radiation Safety Officer's (RSO's) role in the BCLDP radiation protection program (RPP).

There are special requirements in dealing with the regulatory agency responsible for the BCLDP, the Nuclear Regulatory Commission (NRC). Liabilities and responsibilities are imposed directly on the RSO by the NRC that requires that individual to be directly in charge of the RPP.

To meet these regulatory responsibilities, explicit review and approval by the RSO of the following procedures, plans and technical basis documents that embody the RPP must be performed. These include but are not limited to all HP-AP-XX, HP-OP-XX, EM-SP-XX (radiological topics only), EP-IP-XX (radiological topics only), RS-AP-XX, RS-OP-XX, TD-AP-04.0, and TD-AP-05.0 procedures, the BCLDP Radiation Protection Program (DD-90-02) and radiologically related technical basis documents.

Since this definition encompasses a large part of the existing RPP, the RSO will formally delegate some of these duties for BCLDP to individuals in the RPP who have the knowledge and experience to act for him on a day-to-day basis. The Radiological Technical Support Manager (RTSlV!) will have the authority to act for the RSO on technical issues relating to BCLDP. Specific delegation is given to the RTSM for review and approval of radiation safety training waivers. The Radiological Field Operations Manager (RFOM) will have the authority to act for the RSO in the area of BCLDP field operations. Specific delegation is given to the RFOM for evaluation, downgrade, and human entry into hot cells, as addressed in HP-AP-

17. 0. As part of this delegation process, it is recognized that the RSO should be part of the formal review process (i.e., PRP) for radiation safety performance for these individuals.
