NRC attendees: Darrell Dunn, Wendy Reed, Meraj Rahimi A teleconference was held between NRC and SMUD representatives. The purpose of the call, requested by the licensee, was to discuss: 1. planned clarifications to the ISFSI FSAR regarding the alignment of the safety classification and use of the cask lifting yoke and lifting yoke extensions; and 2. the licensee's high-level approach to responding to Request for Information (RAI) 8-5 with respect to the MP187 transfer cask.

The licensee informed the NRC that SMUD would submit revisions to the SAR with the RAI responses to make clarifications regarding how the lifting yolk had been used at the Rancho Seco site and how it would not be used during the period of extended storage. The changes would affect at least the following: FSAR Table 3-11 and Sections 3.2. The licensee would also make changes to the license renewal application, specifically Appendix C, and submit these changes at the same time.

The NRC asked the licensee what the Class 1 and 2 Rancho Seco QA Classifications designations meant in IFSAR Volume 1, Table 3-11. SMUD took the action to provide this information to the NRC.

The licensee also outlined the planned approach to address RAI B-5 (ML18325A142). The licensee intends to make the case, using the existing licensing basis, that the MP187 transfer cask has no pressure vessel function and would not be used during the storage period. The licensee would add a license condition that states SMUD will not use the MP187 for transportation_ If the licensee did need to use the MP187 for transportation, the license condition would require SMUD to request an amendment from the NRC. The NRC did not make any regulatory commitments during the call but stated that the approach is reasonable_

Leak testing was discussed between the licensee and the NRC. As a consequence, the licensee took the action to look at the leak testing of MP187_

The licensee and the NRG discussed briefly the environmental review, specifically regarding the NRG locating information needed for the review. SMUD took the action to look for the information needed, specifically Appendix B of the"Rancho Seco Nuclear Generating Station Updated Safety Analysis Report, Docket No.50-312." -The licensee was able to provide the NRG will an electronic version of the document on 1/30/2019.
