Background
- SECY-17-0100 -Staff provided options for improving the FOF inspection program and discussed work on crediting operator actions and LLEA
- SRM-SECY-17-0100 --Approved staff's recommendation to modify the FOF inspection program to include one NRC
-conducted FOF exercise and an enhanced inspection of a licensee-conducted annual exercise
-Directed staff to develop and submit a framework for a revised security inspection program, including how an indeterminate exercise is addressed*Response to the Commission due in April 2019 Proposed Revision to FOF Inspection Program
- Revision to inspection procedures
-71130.03 FOF
-71130.05 Protective Strategy and Performance Evaluation Program
- Revision to FOF SDP*Evaluation of Indeterminate Exercises Baseline Security Inspection Program
- Modifications to the Force
-on-Force (FOF) inspection activity (IP 71130.03)
-Reduced the number of exercises
-Reduced DIE hours
-Revised inspection procedure to focus on performance based aspects of inspection activity
-Revised Significance Determination Process for FOF exercise outcomes Baseline Security Inspection Program
- Modifications to the licensee

- Implementing and refining operational control measures to minimize indeterminate outcomes
-Expanded evaluations (resurrecting and or resetting players)
-Consideration associated with total security baseline inspection program effort
- If the exercise is evaluated as Indeterminate:
-An additional NRC
-conducted exercise will be required to satisfy Atomic Energy Act Requirements
-NRC will coordinate with the licensee to schedule inspection effort QUESTIONS
