We wish to advise you that, due to delays in delivery of high density fuel storage racks, we may find it necessary to temporarily store the fuel for the initial core loading in the lower density, unpoisoned spent fuel racks (21 inch center-to-center spacing) originally intended for installation in the spent fuel pool.

The high density (poison) spent fuel storage racks, in this case, would be installed in the spent fuel pool following initial fuel loading into the r:eactor.

This change has been discussed with your staff.

Since the lower density fuel storage racks have been licensed previously, we feel that no additional review is necessary.
